Hawaii has expanded Medicaid under the ACA, so adults earning up to 138% of the federal poverty level generally qualify for the state's Medicaid program, known as Med-QUEST, instead of needing a marketplace plan.

Hawaii also has a long-standing state law requiring most employers to offer health coverage to employees working over a certain number of hours, which means fewer residents rely on the individual marketplace compared to many other states. People who are self-employed, part-time, or between jobs are the ones most likely to need a HealthCare.gov plan or Med-QUEST coverage.
