Oregon has expanded Medicaid under the ACA, so adults earning up to 138% of the federal poverty level generally qualify for the Oregon Health Plan, the state's Medicaid program, instead of needing a subsidized marketplace plan.

Because Oregon's enrollment platform is changing soon, residents should watch for updated instructions and a possibly different website when shopping for coverage for the 2027 plan year, rather than assuming the process will look identical to prior years. Until that transition completes, the enrollment experience closely resembles HealthCare.gov's standard process.
